The Federal Communications Commission developed the FCC Mobile Broadband Test App so people can measure the quality and speed of their mobile data connection.  Specifically:

The Federal Communications Commission (FCC) Broadband Test application provides consumers with information about the quality and speed of their mobile data connection. Test the upload speed, download speed, and latency of your mobile broadband connection and share your results with a simple email export.

Additionally, the FCC may use data collected from the Consumer Broadband Test (Beta), along with submitted street address, to analyze broadband quality and availability on a geographic basis across the United States.
